Gartner's 2027 Predictions: Insurers, Not Regulators, Will Write the Real AI Governance Rules
Gartner’s annual strategic predictions report, this year framed around 2027 and beyond, makes a specific bet worth flagging for anyone advising on AI governance: insurers, not regulators, will end up writing the real rules. Daryl Plummer, Distinguished VP Analyst and Gartner Fellow, argues that strict underwriting standards for AI liability insurance will push organizations to embed operational controls directly into their AI systems — a market mechanism doing the enforcement work regulation has been slow to do. Two adjacent predictions put numbers on the same shift toward accountable AI spend: by 2029, Gartner expects 60% of organizations deploying AI to stand up a dedicated function mapping AI’s total cost to value or profit, and by 2028, 60% of Global 500 companies are expected to embed AI FinOps controls directly at inference — moving cost governance from retrospective reporting to real-time optimization.
The report also elevates “physical AI” — robots, drones, autonomous vehicles, and other embodied systems that sense and act in the world — as a named category rather than a subplot to language models. That’s consistent with where infrastructure capital is already flowing: Applied Intuition, a company that started nine years ago building autonomous-vehicle simulation tools, has grown into a $15 billion physical-AI infrastructure provider now counting eighteen of the twenty leading non-Chinese automakers as customers — evidence that the tooling layer beneath physical AI is consolidating well ahead of most organizations’ governance frameworks catching up.
For consulting and sales leaders, the throughline across both predictions is the same: AI governance and cost accountability are becoming default infrastructure, not optional maturity. Advisory conversations that assume clients still have a multi-year runway to build these controls informally are already behind Gartner’s own timeline — insurance underwriters and FinOps mandates are set to make the decision for them well before 2029.
